Police-Issued Permits

Handicapped Parking Permits
Residents with a temporary handicap who require a 6 month temporary Handicapped Parking Permit should apply at Police Headquarters.  Obtain an application form, have it signed by your physician, and return it to the Police Department along with your Driver's License, and Registration.  The tag is good for 6 months and costs $4.00.  The tag will generally be ready for pick-up from the Police Dispatcher within 24 hours.  When you pick up the tag, be sure to inspect it closely for errors.

Residents with permanent disabilities may obtain EITHER a permanent Handicapped Parking Permit (windshield tag) OR Handicapped License Plates.  There is no charge for either.  Obtain the forms from Police Headquarters, then MAIL the completed application to Motor Vehicle Services.

Alarm System Permits
A permit is required for every alarm system in the Township.  Alarm permits expire on December 31 of the year they are issued and must be renewed annually before January 31 or a summons will be issued.  Any person who fails to obtain a renewal permit on or before January 31st shall be subject to a 25% surcharge in addition to the permit fee.

If your system is disconnected, you must give written notice to the Police Department within seven days.

The Long Hill Police Department does not operate a central alarm panel for direct connection of residential alarm systems.  Your alarm system may connect to a commercial alarm system service company, which will then notify the Police Department when an alarm is reported.

If a smoke detector is included with the burglar alarm, then permits are required for the INSTALLATION.  See the Construction Permits page.

An alarm system that dials a private alarm company, which then alerts the Police Dispatcher. $50.00

An alarm system that dials the Police Dispatcher and plays a pre-recorded message.
Warning Devices, Sounding Devices not connected in any way to telephone lines.

Canvassers, Solicitors and Peddlers Permits
A permit is required by anyone who intends to go door-to-door for any kind of selling or soliciting in Long Hill Township.  You may read the  exact language  here.
  • Except commercial salesmen calling on businesses, and
  • Except political candidates or their representatives campaigning for an office appearing on ballots in Long Hill Township.
Groups and individuals advocating a position on a public issue on an election ballot must register following the same procedure as religious/charitable/tax-exempt organizations.

Procedure:

  • Pick up one application form for each person from the Police Department.
  • Complete the form.
  • Commercial only - Obtain 2 passport-size photos
  • Commercial only - Obtain a certified check or money order for $25.00 each
  • Religious/Charitable only - Bring proof of tax-exempt status and tax ID number
  • Make an appointment with a detective and bring the application, photos and checks
  • You will be fingerprinted (Commercial only) and will have to attest to your criminal record.
  • The permit will generally be ready in 2 business days.
  • Permits are non-transferrable and expire on December 31 every year.  They MUST be renewed annually.

Answers to Frequently Asked Questions

  • A Permit is NOT required if the peddler does not actually come to the door but rather parks in the public right-of-way so the customers come to him.  Examples are the neighborhood ice cream truck or booths at a Street Fair.  However, he MUST have a State Peddler's License and a State Sales Tax Certificate.
  • A permit is not required to solicit or sell on commercial premises.
    • Salesmen can call on business clients at their place of business.
    • Community organizations do not require a permit to conduct fund drives on commercial property with the permission of the owner.
  • Any FOOD VENDOR must have a Food License signed by the Health Officer of Long Hill Township.  A Food License issued in another town is not valid here.
Resident's Rights
  • The Permit must be prominently displayed on the outside of the peddler/solicitor's clothes.  It must be available for inspection by any resident.
  • All other permits mentioned in this section must also be visible and made available for inspection on demand.
  • All required permits must be current.
  • If a peddler or soliciter is unable to show you any required permit or license, or is unwilling to let you inspect it closely, IMMEDIATELY call the Police.  This vigilance will protect you and your neighbors.
    • He could be a convicted felon
    • He could be a scam artist
    • He could be "casing" your house for a later burglary.
    • BE SUSPICIOUS
Social Affairs
When an organization wants to hold a party and sell alcoholic beverages at an unlicensed location (like the Community Center or a firehouse), a Social Affairs Permit is required.  The Police Department will fingerprint and run a background check on every named bartender.  The Municipal Clerk, Fire Code Official and the Township Committee also are involved.

You should start your permit application process at Town Hall, and speak to the Municipal Clerk.  She will coordinate all the other departments and the Township Committee.  Contact the Police Department only when she tells you to.
