Local Taxes

The 2009 Tax bills are being mailed on about Tuesday, July 21. The grace period for the 3rd quarter payment is extended to Monday, August 17, 2009.  Check the dates closely on the tax bill when it arrives.

Tax Assessment
    The Township Tax Assessor works under the guidance of the Morris County Board of Taxation, which insures equitable standards are maintained among all the towns in the county.

    Properties are re-assessed at the conclusion of work under a Construction Permit.  The Assessor will call you for an appointment.

    BE ADVISED: Every property in the entire township was reassessed during the summer of 2001.  The new assessment went into effect for the 2002 tax year.  For some summary results, see our Demographics page.

Tax Collection - Property Taxes
    In 1999, Long Hill Township issued tax bills for $19,006,000.  This includes the taxes collected on behalf of Morris County and the two School Districts.  The Township government share of those taxes was $5,150,000.

    Taxes are computed and paid on a Calendar Year basis.  Tax bills are issued in July, after budgets for the year are final.  The Tax bill covers the following 4 quarterly tax payments.  The August and November payments are computed to make the total tax payments for the year come out whole.  The February and May payments for the following year are estimates based on the current year rates.

    Taxes are due February 1st, May 1st, August 1st and November 1st.  The Tax Collector allows a 10 day grace period, then charges interest at 8% (APR) on the first $1,500. and 18% on everything over $1,500.  In addition, a 6% penalty is added if the overdue amount exceeds $10,000. at the end of the calendar year.

    Veterans who served during time of war and were honorably discharged, can obtain a credit from their real estate taxes.  In 2008, the credit is worth $250.  Ask the Tax Assessor for NJ form VSS.

    There are other credits available to senior citizens (income test), disabled veterans and widows.  Ask the Tax Assessor.

    You may prepay your tax bill and get a discount of up to 4.5% (APR) !  Pre-payment of 2009 taxes will be accepted before December 31, 2008.  Taxes may be pre-paid for 1, 2, 3 or 4 whole quarters of 2009, in chronological sequence.  The discount rate may change after January 1, 2009.  Ask the Tax Collector for details.

Tax Collection - Sewer Fees
    Sewer fees are charged only to the residences (about 88%) and businesses connected to the Township's Sewage Treatment Plant.  Sewer bills are issued in May, and are due June 30 of each year.  Interest is charged on all late payments at a rate of 8% for first $1500 and 18% on balance.

    The sewer fee is computed based on your water usage during the prior 9 non-summer months.  In other words, the sewer payment due June 30, 2009 is based on water use October, 2007 - March, 2008 plus October - December, 2008. 

    Senior citizens may claim a $15.00 deduction from their sewer fee, with no income test.  Bring proof of age (drivers license) to the Tax Collector.

    The water volume we use to compute this fee is reported to the Township by the water company.  CHECK YOUR SEWER TAX BILL CLOSELY.  If it is out of line, then check your water bills.  Look for any "estimated" meter readings, one-time adjustments, or errors that might push the billing for summer water usage into the months after October.  If you find any such adjustments, bring documentation (corrected water bills, etc.) to the Tax Collector's office BEFORE you pay your Sewer Bill, and the Tax Collector has the authority to adjust the Sewer Bill.  If the error is caught after the bill has been paid, BUT IN THE CURRENT YEAR, the Tax Collector must prepare a Resolution for the Township Committee to authorize a refund.  Refunds are not made for overpayment of Sewer Fees in previous years.

"2001 Breakeven Rates"

The reassessment of 2001 increased the TOTAL Assessment of Long Hill by a factor of 2.24 times.
  • REASSESSMENT does not change the BUDGETS, and it does not change the total TAX DOLLARS that are collected.
  • When the total ASSESSMENTS go up, the TAX RATES go down by the same factor.
This column "adjusts" each of the 2001 tax rates to a theoretical or breakeven rate that would keep the total TAX COLLECTION (for 2001) constant, IF the new assessments had been in effect for the 2001 tax collection.  This "restatement" of the 2001 TAX RATES is only presented as a base for comparison of the 2002 TAX RATES.
"Township Open Space Tax Rate"

The Township Open Space Tax was adopted by public referendum in 1997, and was specified as $.02 per $100 of Assessed Valuation.  In 2006, voters agreed to dedicate $.005 (half a cent) of that tax to Historic Preservation.

Due to computer rounding in the county tax office, this rate may appear to vary by 1/10 of a penny, up or down.  Ignore this computational mayhem.

"Morris County Open Space Tax Rate"

The County Open Space Tax rate is set annually by the Freeholders.  In 2009, they reduced the tax rate by 1/4 (the second annual reduction), saying that available land is harder to find.  The reduction in County Open Space Tax was larger than the increase in the general County Tax - giving the total of county taxes a net reduction of 2.4%.
