Office of Emergency Management

The Long Hill Township Emergency Management Program is designed to maximize the resources and personnel available during times of emergencies and disasters and at the same time minimize the threat to life and property from natural and technological disasters.

The Township Committee appoints an Emergency Management Coordinator and 4 Deputy Coordinators to prepare disaster management plans, declare a "state of emergency", and coordinate the responses of emergency personnel within the Township.

The main focus of the Office of Emergency Management is to coordinate actions to mitigate, prepare for, respond to and recover from the effects of an emergency.  The Emergency Management Program establishes emergency procedures and coordinates activities involving Alert and Warning, Damage Assessment, Emergency Operations Center, Evacuation, Fire and Rescue, Hazardous Materials, Law Enforcement, Public Heath, Public Works, Radiological Protection, Resource Management, Shelters and Social Services Reception and Care, and Public Schools.  This Office is also responsible for providing the public with up to the minute information on all disasters and emergencies.

To maintain a state of readiness the Office of Emergency Management conducts meetings throughout the year and conducts a series of tabletop and functional exercises to simulate disasters and to test the response capabilities of the township's emergency response personnel and equipment.

The office of Emergency Management also maintains mutual aid agreements with surrounding towns as well as the Morris County Emergency Management and the Federal Emergency Management Offices, to assure additional personnel and equipment will be available and ready when needed.

The Emergency Planning Council is appointed by the Township Committee to serve as a forum for assisting in the development of Emergency Management Plans.  In addition to the Council, members of the Long Hill Township Senior Citizens and the Long Hill Township Police Explorers provide additional support by answering telephone calls and documentation requirements. 

In the past the Long Hill Township Emergency Management Center has been activated to coordinate activities during floods, snow storms, structure fires, gas leaks, Y2K, water shortages and motor vehicle accidents involving chemicals or explosives.

UPDATE 2001

On September 11, 2001 the terrorist attack on the World Trade Center changed our lives and our way of life forever.  As a result of the mass destruction at the World Trade Center and the potential for thousands of injuries, all State, County and Municipal Emergency Operating Centers as well as all Police, Fire and First Aid personnel were placed on an alert or standby status.

Long Hill Township activated our Emergency Operations Center at 10:00 AM on the morning of the attack and coordinated our activities with the Morris County Office of Emergency Management.  Members of our local Clergy were contacted and placed on stand by as well.  Police were requested to keep close checks on all railroad stations for injured passengers coming from New York.  In addition the police were asked to secure all primary utility sites located within Long Hill Township.  All request were carried out without incident.

Throughout the remainder of the day and for most of the following day the EOC remained activated and processed some 25 communication requests between the County and State Emergency Operating Centers.  Most of these communication involved "Situation Updates" dealing with the availability of personnel and equipment.

In addition to the above, the Long Hill First Aid Squad dispatched one Ambulance and one Crew Chief vehicle and crew to assist with the rescue operations at the World Trade Center.  On September 17, they were again requested to assist and responded accordingly.  In addition to emergency personnel support the squad donated badly needed equipment and medical supplies.

The Long Hill Township OEM remained activated until early September 12, when advised by the Morris County OEM additional emergency support personal would no longer be needed.

On October 16, Long Hill Township Police received their first suspicious package call, since that time they have received 11 more.  All calls involved suspicious envelopes, packages or substances.  I am pleased to report all of these calls resulted in negative findings.  In preparation for the Anthrax acts of terror, the Long Hill Township Emergency Personnel in the Police,  Fire and First Aid received revised policy and procedure instructions on how to handle these calls.  All Police Officers attended a formal 8 hour training class on the "First Responder - Anthrax Training Course".

As the threats and emergency needs of our community change so must the ability of the Long Hill Township Emergency Management Team to meet these needs.  It was very rewarding to see how the many years of training, planning and testing of the Emergency Management Program comprised of Municipal officials, Police, Fire, First Aid, Public Works and other government agencies can work together to protect and serve the needs of both our community and our surrounding communities, regardless of what the threat may be.
