Permits, Licenses and Administrative Fees

Many activities conducted by residents or visitors in the Township require permits or licenses.  All permits must be purchased with cash or a local check.  Credit Cards are not accepted.  Permits marked per year must be renewed before January 31 every year (unless otherwise noted).

Permits and licenses are issued by different officials in the Township.  All are listed on this page and they are color-coded.

Those colored white are issued at Town Hall by the Municipal Clerk.
Those colored green are New Jersey State licenses issued at Town Hall by the Municipal Clerk.
Those colored brown are issued at Town Hall by the Construction Official or the Zoning Administrator.  They are listed here with links to the Construction Permits Page.

Licenses/Permits Required in Long Hill Township
Alarm System Apply each year to the Police Department.
You may also need a Construction Permit to INSTALL an alarm system.  Read the pages under Zoning and Construction, then contact the Construction Code Official.
Alcoholic Beverage In accordance with regulations of the Director of the NJ Division of Alcoholic Beverage Control.  For the sale of alcohol on unlicensed premises (Community Center, Firehouse, etc.) see Social Affairs below. State - $100.

Dog Licenses Dog licenses are required for every dog over 6 months old.  See additional information (and get a license application form) on the Animal Control page.
A Rabies Clinic is held per year in November at the Public Works Garage.  Watch for details. In order to obtain your annual dog license in January, 2003, you must show proof that your dog's vaccination is valid until at least October 31, 2003.

Fireworks Sponsor should apply in writing 30 days prior to event.  Approval is required from the Township Committee after review by the Police Chief and the Fire Code Official.  The State-Licensed Fireworks Operator must furnish Certificate of Insurance and Hold-Harmless Agreement. no charge
Food & Drink All establishments that sell food.  Pharmacies, Retail food establishments, Mobile food vendors, Temporary food vendors (street fairs, athletic events, etc.) Farmers markets, Caterers. This fee covers the required Health Officer inspections. $15.-$300.

Hunting & Fishing These are NJ State licenses and subject to quotas.  See the NJ Division of Fish and Wildlife web page for hunting and fishing regulations and schedules.  Disabled veterans may obtain these licenses for free, but you MUST APPLY DIRECTLY to the state.  Details on this state website page.

Lake Badges See Stirling Lake.
Marriage License A 72 hour waiting period is required.   Read this  to determine where to apply.  Then read the state's complete brochure before coming to Town Hall to apply. 
The Township Mayor and the Municipal Judge can perform weddings.  Ask the Clerk for details.

To obtain a CERTIFIED COPY of your Marriage Certificate if you were married in Long Hill Township, fill out this request.
Outdoor Music Permission is required from the Township Committee.  Submit request to the Municipal Clerk at least one month prior to the event. No Fee
Parking Permits YOU must ALWAYS display a Parking Permit when parking at the train stations in Long Hill Township. 
  • A 2009 Parking Permit MUST be displayed after January 1.
ANNUAL permit to park in the lots at the three train stations in the Township.
Annual permits go on sale December 17 at Town Hall.  You may view and print a Parking Permit Application here.  Parking permits are non-transferable and non-refundable

DAILY permits are available at Town Hall (daily 8:30-4:00) and at Police Headquarters (anytime), or use the  self-service machine  in the Millington Station parking lot. $5.00
Public Assembly Apply in writing 60 days prior to event.  Approval is required from the Township Committee after review by the Police Chief and the Fire Code Official.  Furnish Certificate of Insurance and Hold-Harmless Agreement. $100.
Raffle License For any game-of-chance where people purchase a chance to win a prize for the benefit of a non-profit organization.  The Police Department will conduct a background investigation of the person(s) who will actually do the drawing.
If there is no charge for the tickets (i.e. drop-your-name-in-the-box), then a license is not required.

Road Opening Permit Any time a resident, contractor or utility company has to dig up a public road. $100.
Contractors also furnish a bond in the amount of $100./yd2
Sewer Connection Permit (Normally), any new building within 200 feet of a sewer main must be connected.  Be aware that a Voluntary Sewer Ban is currently in effect, and all applications require review by the Sewer Ban Committee. Home built prior to 1985 - $400.
All others - $$8,233.
(Temporary) Signs Any temporary sign or structure that would ordinarily violate the Land Use Ordinance.  Must have permission from the property owner.  Apply to the Municipal Clerk.   Bring this information.   No more than 2 permits per premise per year.  May not be erected more than 30 days before the event, and must be removed within 48 hours after the event. No Charge
If a sign is to be placed on municipal property, then write a letter to the Municipal Clerk.  The Township Committee must approve before the permit can be issued.
Social Affairs For non-profit organizations that want to hold a party and sell alcoholic beverages at an unlicensed location (like the Community Center or a firehouse).  The Police Department, Fire Code Official and the Township Committee also are involved.
The Town Clerk will coordinate all the other departments and the Township Committee.  Apply 60 days before the event.  Read the  definition  and the state application.  Copies are available at Town Hall.
Township - $35.
New Jersey Fee - $75.
Street Closing Typically, for a Block Party.  Apply by letter to the Municipal Clerk at least 30 days before the event.  She will prepare a resolution for approval by the Township Committee.
Be advised that the requestor should contact the  Police Department  directly for advance coordination of the street closing and traffic rerouting.  The requestor should contact Public Works (908-647-0070) to have barricades delivered.
No Charge
Stirling Lake ANNUAL badges to use Stirling Lake.
Annual badges go on sale May 1 at Town Hall.  There are separate fee schedules for Residents and Non-Residents.  Complete information is on the Stirling Lake Page

Swimming/Bathing Establishments Any commercial Swim Club or equivalent $150.

Tree Removal  Read this  first.  Apply to the Shade Tree Commission IN 5 COPIES, through the Clerk's Office. $25.
Vending Machine Soda and snack machines, juke boxes, etc.  Must be displayed. Soda and snack - $10.

"Where should you apply for a marriage License"

If the bride is a resident of New Jersey, the marriage license must be obtained from the Registrar of Vital Statistics in the municipality where she lives.

If she is a non-resident of New Jersey and the groom is a resident of New Jersey, the license must be obtained from the Registrar in the municipality in which the groom resides.  A license issued under either of the first two paragraphs is good for use anywhere in New Jersey.

If both bride and groom are non-residents of New Jersey, the license must be obtained from the Registrar of the municipality where the marriage is to be performed and is only good for use in that municipality.

The actual Application you must fill out is NOT on the website.  You must fill it out and sign it in the presence of the Registrar.

"Social Affair Definition"

A Social Affair Permit allows an organization operating solely for civic, religious, educational, charitable, fraternal, social or recreational purposes, and not for private gain, to apply for a Special Permit to serve alcoholic beverages at a fund-raising event. No more than twelve such daily permits will be issued to any one organization in a calendar year and no more than 25 permits can be issued for any one premises or location in a calendar year.

The terms of the Social Affairs Permit allow the permittee to purchase alcoholic beverages to be served at the function from either a wholesaler or from a retail licensee who can sell package goods. Other terms, including hours of sale, responsibilities, transportation, storage and return of the alcoholic beverages are specifically identified within the language of the permit itself.

In order for a club licensee to conduct affairs that are open to non-members or the general public, the club can be issued a Social Affair Permit an

"Tree Cutting Rule Summary"

The Shade Tree Regulations Ordinance (23-3) prohibits cutting down trees along the Township right-of-way and on underdeveloped lots, unless a permit is obtained.
A permit is NOT required to cut trees on any private property that contains an EXISTING one or two family dwelling, or on a tree farm.
